(1) Any civil servant shall publish any article under his real or fictitious name or anonymously, give any news to the press, through radio or television, etc., in a manner that is contrary to the policy of the Government of Nepal or may disturb the mutual relations between the Government of Nepal and the people of Nepal or the relations with any foreign country. Not to broadcast speech, give any public speech or publish any statement.
(2) Notwithstanding anything written in sub-section (1), publication or broadcasting of articles shall not be hindered as long as they are not contrary to the prevailing law and the policy of the Government of Nepal.
